1. about the center
founded on july 1, 2019, the center for urban renewal & governance (curg), school of public policy and management, tsinghua university, engages in theoretical and applied research, policy consultation, academic exchange, executive training, and professional assistance in policy, planning, and governance issues in urban renewal development in china. the center is committed to promoting academic research and policy practices in urban renewal and governance, providing grounded theoretical lessons and practical experiences for china’s urbanization, and contributing to the development of urban renewal and industry-city integration in a scientific, harmonious, green and high-quality manner.
2. background
at present, the available development land in chinese cities is scarce and the land resources are “unsustainable” so that urban renewal is necessary to realize the optimization of urban functions, guidance of industries and optimization of infrastructure and facilities, thus meeting the expected requirements of sustainable cities and regions. there are numerous sectors and onerous tasks involved in urban renewal, which are characterized by multiple levels, multiple aspects and long cycle, calling for government, companies and all walks of life to intensify optimization research on the initiative and implementation of urban renewal. the formation of the curg will focus on urban renewal forward in terms of space, industry, talent, finance and culture, while joining hands with all social actors to seek the enablers through government policy making and governance, as well as provide informative summaries of theories and practices for future urbanization process in china and jointly drive the urban renewal and iterative upgrading by creating the core driving forces of cities.

the curg strives to promote an urban development model that is people-oriented, quality-promoted, innovation-driven, and sustainably developed.
the curg is committed to promote strategic transformation and innovation in urban renewal and governance practices, and facilitate intellectual dialogues across sectors on urban renewal-related policy making, business models, industry upgrading and management, technological innovation and application, and policy piloting and diffusion.
mission 1: theoretical research of urban renewal policy framework
leveraging the academic research capacity of tsinghua sppm and business and practical expertise of the thhscg to advance a research agenda on urban renewal and governance theory grounded in cutting-edge practices, establish a benchmark for china’s urban renewal practices, and to engaging in international dialogues in urban renewal and governance with chinese experiences.
mission 2: academic research
conducting independent academic research to urban renewal and governance; investigating the planning theory, methods, and processes in urban renewal projects to facilitate the theoretical development to build a new discipline in the field of urban renewal and governance; exploring theoretical frontiers in the business ecological models, industry upgrading and management, technological innovation and application, and policy piloting and diffusion in urban renewal and development.
mission 3: policy consultation
conducting applied research and strategic policy analysis for critical challenges in urban renewal and development, providing policy consultation on urban renewal strategies for local governments at all levels, and providing advisory services for governments, businesses, and non-governmental organizations on urban renewal strategies and practices.
mission 4: curriculum development and executive training
developing new curricular, courses, and teaching cases on urban renewal and governance in china, supporting student research and field works, and providing executive training for policy makers and practitioners in urban management departments, research and planning institutions, business sectors involved in urban renewal practices.
mission 5: international cooperation
promoting international exchange and cooperation in urban renewal research, fully engaging in the national strategy of “belt and road” initiatives, and participating in the research of international urban renewal projects.
